From October there’s a new rule that you just mentioned: you need a residential address to get your EP. Just FYI it didn’t happen in my case, but I’ll try my best to answer. This is based on my brother’s experience.

He got his IPA in September and scheduled to work on Oct 22. What he did was he went to Singapore on Oct 15 and got an HDB room on Oct 17. Magically, on Oct 18, the employer knows that my brother was registered and they proceeded to card registration appointment.

If I recall correctly, he did say that if he stays at HDB, he needs the HDB to register himself as a tenant to make him eligible for EP card registration. He also said that if he chooses a condo room, he/the owner doesn’t have to do anything. He just needs to tell the employer the condo address.
